1、对在规定时间内拒不回国、涉嫌跨境犯罪的缅北人员，一律依法采取刑事拘留强制措施，并依法从严从快从重惩处。

2、对滞留缅北人员，一律严控办理通信业务及银行业务，全面关停拒不回国的缅北人员名下所有手机卡并暂停银行卡（账户）非柜面业务，函告相关运营商（如微信、支付宝等）暂停第三方支付。

3、对滞留缅北人员，一律冻结户口，停办所有户政业务，对长期失联或在规定时间内拒不回国的，注销户口。

4、对滞留缅北人员的直系三代家庭成员，在入团、入党、参军、考录公务员政治审查时，一律从严审核。

5、对滞留缅北人员及其家属，一律暂停所有政府政策性补贴和社会福利待遇发放。

6、对滞留缅北人员，一律列管列控，禁止出国出境。

7、对滞留缅北人员及其家属，一律暂停申报、审批新批宅基地，对其用赃款所建的房屋一律依法查封或依法拆除。

被惩戒的人员将被实施暂停名下所有银行卡、手机卡等业务，五年内不得开办新银行卡、电话卡。（银行卡包括个人银行卡，非银行支付账户微信、支付宝等第三方支付平台。电话卡包括电信移动联通的手机卡，虚拟运营商的电话卡、物联网卡。）
